I think it would fit quark well since they already have the ancient tomes mechanic a little something extra for looking for loot chests. Ancient tomes would be a counterpart to enchanted books that you could find in dungeon temple stronghold and ender city ship chests. Then you can combine that with a tool to get one with an enchantment one level higher than should normally be obtainable. Find quark click it to highlight it then click the config button.

You can combine an efficiency 5 book with an efficiency 5 ancient tome to get an efficiency 6 book. Ancient tomes are a rare loot item from dungeons and stronghold libraries. Click the misc tab.
